Every resident of the state of Arkansas can now subscribe at no cost to the Smart911 system.  Last spring, the state legislature approved funding for the program, making it available to residents of every county in the state.  In Carroll County, Sergeant Daniel Klatt is in charge of information technology for the sheriff’s department.  Klatt says Smart911 lets residents enter information that will help law enforcement in case of emergency…
